Linda, I would posit that a great deal of that has to do with how someone sees themselves. The quote implies a certain pride in self - honor, if you like - that ranks have little above having nothing and having to beg. It was considered - at least in spirit - disgraceful to beg if one could work in those times.
I agree, TB. It wasn't that long ago that taking money from the government was an insult to honor, as you point out. Obviously a national disaster, I think, could be forgive for government help. But now days, it's not an insult at all and some people consider it their due.
Which all comes down to a general change in view, Linda: I am responsible for myself versus someone else (the government, the taxpayer, you driving by in your car) are. And the dependent ultimately sacrifice their ability to make changes and improve their lives for the caged existence of livestock, quietly hoping the care does not end but always in the waiting for the slaughterhouse.
